The Public Policy Evaluation is a tool of good governance, which generates transparency and allows citizen participation, fulfilling a dual role in terms of their roles as a learning tool and as an element for accountability. The Strategic Plan for Social Inclusion of Navarre 2018-2021 (PEIS) responds to the political commitment acquired by the Government of Navarre to guarantee the right of people in a situation or at risk of exclusion to be supported in their social inclusion processes. Beyond the economic coverage of basic needs, which is obtained mainly through the Guaranteed Income12 , the Plan focuses on the right of people to enjoy opportunities, resources, programmes and professional support to improve their living conditions.

This report evaluates the system of employment incentives applied to people receiving the Guaranteed Income (GI) in Navarre. Specifically, it provides evidence on its scope, coverage and adequacy; it analyses the factors that affect its implementation; it assesses the effectiveness of the incentives in terms of access to employment, in reducing economic dependence on the GI and in the exit from it; it also asks about its efficiency in relation to the resulting cost in economic terms.
Basic digital skills shock plan. Evaluation report
The Evaluation Report of the Shock Plan of the Programme for the Development of Digital Literacy presents the results and impacts derived from the implementation of this intervention during the period from June to October 2020.
Intermediate evaluation. II Comprehensive Plan for the Support of Families, Children and Adolescents in Navarre (2017-2023)
The purpose of this document, drawn up by the Observatory of the Reality of Navarre and the Technical Consultant Area 3 Social Consultancy, is to respond to the need to generate an Intermediate Evaluation of the II Comprehensive Plan for the Support of Families, Children and Adolescents in the Community of Navarre 2017-2023 at approximately the halfway point of its application cycle.
Gizain Foundation evaluation report
This report contains the results of the evaluation process of the Gizain Foundation carried out by the Social Reality Observatory of the Department of Social Rights of the Government of Navarre. The analysis of public policies that has been carried out in this work has been defined by the specificity of its object, on the understanding that evaluating a foundation of this type extends the public initiatives evaluated to more than one, while at the same time limiting its study to the strict scope of the Foundation.
Navarra Disability Plan 2019-2025. 2019 evaluation
The main objective of this report is to analyze the results and the degree of implementation of the Navarra Disability Plan during 2019. Its specific objectives include examining the degree of execution of the planned actions, measuring the scope and adequacy of the planned actions to the results expected in the Plan's evaluation design and putting forward proposals and recommendations that will enable the Plan's implementation to be modified and redesigned for the following years of action.
Mid-term evaluation of the Strategy for the Development of the Roma Population in Navarra (2019-2022)
The Autonomous Community of Navarre has made a firm commitment to the evaluation of public policies. In the specific case of the Strategy for the Development of the Roma Population, it is stipulated that a more extensive interim evaluation will be carried out in the first year of its validity, in 2020, in order to ascertain the impact of the Strategy.

The Strategic Plan for Social Inclusion in Navarre (PEIS) is the Government of Navarre's strategic tool for guaranteeing the rights of citizens who are in a situation or at risk of social exclusion. The Plan establishes that, after two years of validity, a process of evaluation of the results of the measures developed during the years 2018-2019 will be carried out. This report synthesises the result of the mid-term evaluation process of the Plan carried out by the Government of Navarra's Directorate General for the Observatory of Social Reality, Planning and Evaluation of Social Policies, in collaboration with the Eguía-Careaga Foundation.

This document is the result of the Single-Pay Financial Aid Evaluation to facilitate the rental of housing to single-parent families with insufficient incomes, carried out by the Observatory of Social Reality of the Department of Social Rights of the Government of Navarra. It is the analysis of a public policy that, taking into account its character and specificity, has been addressed from a comprehensive concept of evaluation, evaluating not only its results, but also its relevance as an intervention and its coherence with other actions of the public administration of Navarra.
Audit of residential centres in Navarre in the face of the Covid-19 crisis

The general objective of this study was to gain an in-depth understanding of the situation of homes for the elderly and people with disabilities, their performance during the COVID-19 crisis in March, April and May, and the circumstances that may have determined the greater or lesser incidence of the virus, as well as to obtain recommendations and proposals for improvement for the future.
Evaluation report on the application of employment stimulus during the first year of the Foral Law 15/2016, of November 11, which regulates the rights to Social Inclusion and Guaranteed Income
Foral Law 15/2016, of 11 November, regulating the rights to Social Inclusion and Guaranteed Income refers, in its Second Transitional Provision, to the evaluation of the impact and relevance of employment stimulus after one year has elapsed since the entry into force of the law. This report complies with that commitment. This evaluation comprises two types of actions. On the one hand, a qualitative analysis related to management procedures (information quality, registration and valuation protocols, monitoring systems...) has been carried out. Secondly, the exploitation and analysis of the information recorded in the computer tool for the collection of information from the Department of Social Rights (SIPSS – Integrated System of Benefits and Social Services) has been carried out on the files that have been encouraged to use and contract data recorded in SISPE (Public Employment Services Information System).
Evaluation of grants to social initiative entities in the Disability Area managed by the Navarra Agency for Autonomy and People Development
From the Department of Social Policies of the Government of Navarra it has been understood necessary to carry out the evaluation of the grants to social initiative entities in the area of persons with disabilities that it manages through the Navarra Agency for Autonomy and Development of Persons (ANADP). The importance of the evaluation of this call for grants is based on its usefulness in improving the quality of public services provided and public policies that are implemented by the Department of Social Rights for persons with disabilities. Therefore, the conclusions and recommendations resulting from the evaluation order should be a working tool to improve the intervention addressed to the target population of these grants.
Evaluation of the services provided by the Occupational Centres, the Socio-Labor Insertion Centres and the Special Employment Centres of Navarra
17 centres of the 51 existing in Navarra have been evaluated, which allows to detect the problems and areas of improvement of this type of Centers that host and make it possible to give employment to people with disabilities or with problems of socio-labor insertion. The report reflects the satisfaction of users,workers, families and technical staff at the centres; it provides economic data of the entities and concludes with a series of conclusions and recommendations, with proposals for improvement in various aspects such as the characteristics of the centers, services provided, access to the centres, types of contract, public aid, work itineraries, follow-up and complementary measures to consider. The results are positive in terms of user satisfaction, but it outlines a number of improvement measures in which to act in these Centres in the future.

This evaluation highlights the strengths of the Plan as its elaboration from the permanent dialogue, consensus with all the actors involved and the diagnosis made, but shows its weaknesses in its unsuitable design as a planning and operational instrument. The recommendations provide elements to incorporate into the development of a new Plan. A new Plan and important challenges in the regulation of quality management begin.
